This intro is very choppy. I strongly suggest a reorganization. Since the focus is on the RTL provide information on what the NCAA says should be included in the RTl or more information on that. You started to do that in the previous paragraph but then went off on IHP, 504 and IEP.

With this introduction it is unclear who is actually making the plan to be implemented. A more clear description of who creates the plan and oversees it would be of help. Students receiving accommodations at a university typically receive them form a disability resource center and not an AT.
